Customs Compliance Manager

Position Summary:

We're looking for a Customs Compliance Manage to maintain full compliance with U.S. Customs regulatory requirements for all import, export, and international interplant shipping activities. You will lead cross-functional teams to determine correct commodity classification, duty value, country of origin, annual NAFTA certification, annual Reconciliation filing and providing guidance and overseeing the company’s trade compliance program. You'll also oversee our Customs Brokers, meeting record retention requirements, maintaining and improving internal processes and controls, training staff on import / export compliance, and overseeing the company’s efforts to maintain its C-TPAT certification as well as assist requirements.

Responsibilities and Essential Functions:
  • Review, monitor, and report on the company’s import and export shipping activities to ensure full compliance with any / all U.S. Customs requirements and regulations.
  • Actively support and assist in the development of and adherence to internal processes and controls related to the import and export of raw material parts and finished goods product.
  • Manage and maintain the company’s Internal Control Manual (Customs Compliance Manual) for accuracy and completeness.
  • Classify all parts in accordance with HTSUS, determine correct valuation, as well as dutiable value of all internationally sourced materials.  Review and update all information as needed.
  • Determine parts eligibility for NAFTA according to transformation rules
  • Prepare Binding Ruling requests for submission to U.S. Customs.
  • Ensure products are properly classified and applicable Anti-Dumping and Countervailing Duty rulings (ADD / CVD) are identified.
  • Audit entry packets to verify accuracy of U.S. Customs filings and duties paid.
  • Coordinate with Customs Broker to file Post Entry Amendments as required.
  • Work with internal company departments and external suppliers to maintain the company’s C-TPAT certification, including completion of annual Supplier Surveys, auditing facility security requirements, confirm that departmental procedures are being adhered to, and reviewing compliance with record retention requirements.
  • Stay current on regulatory changes related to international trade agreements and special trade programs.
  • Provide regular training to stakeholders on Trade Compliance Program requirements, processes, and procedures.
  • Support the Logistics team in the processing of export shipments to meet all government regulatory requirements.
  • Develop and maintain excellent professional relationships with key cross-functional departments: Logistics, Shipping, Supply Chain, Operations, Finance, Accounting, Customer Experience
  • Prepare analyses, reports and recommendations related to import, export, C-TPAT, Customs Compliance, tariffs/duties, and other logistics activities
Qualifications, Skills and Education

Required Qualifications:

  • 5+ years relevant import customs compliance / regulatory or internal audit work experience.
  • Bachelor's degree in Supply Chain Management, Logistics, Business Administration or equivalent experience.
  • Proven knowledge of US Customs regulations and HTSUS classification.
  • Knowledge of U.S. Customs programs (Eg. Customs and Trade Partnership Against Terrorism, Importer Self-Assessment, Reconciliation Program, etc.)


Preferred Qualifications:

  • U.S. Customs Brokers License or Certified Customs/Export Specialist.
  • Experience with hiring, leading, motivating, and mentoring personnel.
  • Retail background.
